Capacitor testing

I have a 145-174 250V cap that measures 140uf. How do these ranged capacitors work? I know my 35 can be +- 5%.

I would say that 140uf is within spec of 145-174uf.

It's been working for a 2nd day now. I got my 2nd Nest and installed it without a hitch. Who knows what was wrong with it. Maybe some dirt on the contactor?

Could a water flow problem cause this kind of problem? Im wondering if it was something in the building that they corrected? They'd never tell us.
