non-toxic soundproofing fabric?

Our outside unit will not turn off - the inside unit turns on and off when the desire temp is reached but the outside unit keeps running. There is ice on the condenser so we turn off the unit with the breaker switch for awhile to let it defrost. BACK STORY - our AC went out at first so i changed the contactor and the capacitor. but it wouldn't kick on. we kept trying to push in the contactor button over and over and it wouldn't stick. it smoked, it sparked but finally it stuck in and the outside unit started running. AFTER we got it running - I noticed water in the AC overflow pan and there was an aqua guard in the pan that got wet. So i figured it was not the contactor or capacitor but it was because of the backup of water. I cleared the clogged and it has been dry since. BUT the outside unit never turns off. it gets cold in the house. the inside air handler and blower turns on and off as they are supposed to. we have 1 outside unit. 1 airhandler blower and 2 thermostats. any thoughts do you think i messed up the contactor so now it is stuck in the on position? how can i test it? i think it freezes outside because the out side keeps running even when the inside unit cuts off. thanks for any help or advice.

Hello, I live in St. Louis where it is hot and humid all summer long. I have a 2 story 2600 square foot house with a full walk out basement. The back basement wall is framed, not concrete. The basement is mostly finished with several rooms. I had no humidity or mold problems (that I knew of) until about 5 years ago. I noticed the basement room doors were sticking. I have a large collection of vintage clothing and wood furniture in the basement. I noticed that it was starting to mold. I have no leaks in the basement and it does have a working sump with drain tile that does run quite a bit when it rains. I installed a dehumidifier about 3 years ago. It runs non-stop and shows 70-75 percent humidity most of the time. Last year I installed a 2nd dehumidifier in another room. It shows 60 percent most of the time. This summer, in another room I have found mold on several of my items. I am now leaving that door open but the humidity stays close to 70 in there. My AC unit is about 3 years old. I believe it is sized correctly for the house. Main floor humidity is around 55%. I have no cold air returns in the basement, but do have 3 air ducts blowing AC into the basement. What to do??? Do you think installing one or two cold air returns will help? Just install another dehumidifier? Any idea why my basement stays so humid as soon as the humidity outside rises?
