A/C fan not working
My home ac unit fan stop working last night, did some research and try to diagnose what the issue is, with a stick, I am able to spin the fan freely with no problem, so I open the unit to Check the capacitor, upon opening the unit, I saw a dual run capacitor with only 2 wire connected to it (part# PRCFD5075A from packers), and another module below it which I don’t know what it is (part# POC5A from packard), can I assume that whoever install the capacitor was not able to purchase a 50uf / 5 uf capacitor, instead use 2 separate unit for the ac?

Could be.
Test the capacitor with your meter and see if it’s in range.
This is the condenser fan motor correct?

It's very common to see two capacitors. My personal preference is two caps.
Did you try spinning the motor with the power on ?
You may have a bad motor. Try the new cap in first.

I don’t suggest just buying parts without diagnosing the problem first, but since you already bought the new cap install it and see if the problem remains.

Feel the larger copper refrigeration line coming out of the condenser. It should be ice cold.
If that is ice cold..... the house should start cooling off quickly.
