HVAC design for Basement

Just found this forum and wanted to ask a few questions.

We are looking to finish our basement. Cant really get started without figuring out the HVAC system. I will be installing a new system for the basement and our space is around 1,600 sqft. I sent in some information to get a quote for one of the online companies to provide Manual J, D, S as well as Energy Calcs and have the design done on AutoCad to present for permitting. Not sure which of these items are a requirement but I will ask a local building official.

I just received the estimate to perform all of these items. They quoted $800 to do all these. Does this sound reasonable? Seems quite a bit high to me but I have never had this type of work quoted.

Most basements have supply and returns and I have never know anybody to install anything more that possible additional ducting.

What/why are you planning something separate?

The basement currently has nothing in it. Our home is a 2 story and the current units are in the attic. The basement will require a new system as there is nothing accessible to run duct work from the attic.
