Outside ac fan not spinning

My outside ac unit fan wont spin when on heat or cold but hot and/or cold air blows thru vents. Checked capacitor and it's fine..compressor turns on when I turn thermostat on.

Does the fan spin freely when power is removed?

How did you check the cap? Visual inspection or a microfarad measurement?

Is this a heat pump? Heat pumps have an additional control in the outdoor an circuit.

So long story short. My AC has a heat function that can be used when its not in freezing temps so it saves on my propane. Well i was doing somethings around where the power comes in and noticed the power cable had broke out the hole, so opened it up and found the ground not connected. Box was old has some rust inside so decided to replace the cut off box. Well after hooking it all back up and fixing the ground the AC runs GREAT no more loud start up or humming when it was running now (ground has been off since we bought the house) sounds fantastic, but when i try to use the heat it will not start, the furnace wants to use the propane. I didnt touch any of the thermostat wires or anything and it worked before it got super cold out (end of October some of November) just fine with no issues. HVAC installation and Duct-work?

I'm in the process of shopping to replace my HVAC - at present I have a Furnace only but interested in adding AC. I've had a couple of bids done by local companies and trying to figure out which to trust/go-with.. One of the main differences in the bids i've received is reg'd the duct-work in my house. The existing ductwork was replaced during a large remodel around 2008 - so they are about 15 years old. My house is approx 2000 sq ft, and is located in coastal Southern Calif. In this area I've survived without the AC for a while but it'd be nice for about a month out of the year (i already have a whole house fan which is great most of the time). Company A - Lennox ML17XC1 - 3 Ton AC, Lennox ML180V Furnace .. [b]NO Ductwork required[/b] Company B - Bosch BOVA-36HDN1-M15G 3 Ton AC (inverter condensor), Rheem R801T0754A17UHNNAS Furnace..
