basement remodelling solution

I bought my townhouse with partially finished basement. My village building commissioner forces me to demolish it and leave in raw basic condition or to finish it. I chose to finish. Last owner installed sidewall drywall, fastened it and already painted white. Ceilling has also drywall fastened but not painted. I have only 2 power outlets so I need more I think. Can you help me with some advice how to start it and give some ideas...? Should i use just hammer and pry bar to remove all drywall? I dont want to damage any cables or pipes behind drywall. Any advice will be highly appreciated.

Is there framing, or is the drywall adhered to concrete? If the latter, it will need to be removed. You need electrical receptacles no further apart than 12' around the entire room and on any wall longer than 2'. The more the merrier. Posting pictures for us to see would help immensely.
