big hole in my basement concrete wall.

Well, today i needed to change out my house's water pressure regulator. It's hidden in a corner behind me AC unit in the basement.

I noticed a hole in the wall with some water leaking very slowly. It is just dirt ground behin this wall. It faces the street and the same direction of the front door.

It has a PVC pipe around it. Should i just fill it? Plug it? leave it alone?Name:  20161221_095310.jpg

It was mine I would start by digging it out from the backside, cleaning it up, and gluing in a PVC plug or cap depending on how much was sticking out.
