Black asbestos mastic on basement floor

The majority of my basement had asbestos tiles and mastic. The tiles and mastic were removed from most of the basement, but where the laundry room is the floor has been previously painted. Its only a few hundred square feet.

I am not sure what they painted it with, looks like a very old epoxy. Anyways, some of it is chipping up and you can tell between the layers of paint that there is also a layer of mastic. So it appears they painted right over the mastic without removing it.

What are my options at this point? I would rather not skimcoat the floor. Do I hire another abatement company to scrape up the paint and mastic? (I attempted this myself with Bean E Doo and swore I would never take that task on again. What a mess!) Do I hire someone to try an epoxy over the old paint?

It sounds like painting over mastic is not ideal, but whatever paint/epoxy the previous owners used seems to be holding up OK in most places. Ideally I just want a nice clean concrete slab. No maintenance that way. Any advice would be much appreciated!
