Is this a fire hazard/code violation?

Recently had closed cell spray insulation installed in attic. Contract said that brick chimney would be wrapped with rockwool. Instead, installers slapped up a piece of foil faced foam insulation board and sprayed the closed-cell foam over that. Chimney outline in red on attached photo, Is this a fire hazard? If so, who should I call to fix this? The insulation company does not return emails or calls.

Is this a brick chimney or some other kind of chimney?

They are the professionals so I would imagine they know what they are doing. Some foil faced foam products are fire rated (such as Thermax) while their spray foam may not be.
