Flooring option for wet/damp basement .

We need something that is mold/water resistant and easily removed.
The kicker is the basement floor is damp and might have leak due to wicking ( ie slab saturation. No water or leaking walls. i thought about vinyl but it has a underlay which sounds like a place to carry dampness.
i am gravitating towards interlocking tiles with a plastic base which can come off. does any one have experience with that do i need a contractor for installing
one other options is a rubber floor which is interlocking.

If you have a moisture issue that needs to be resolved completely before even considering floor covering.
Putting anything down in wet/damp environment is just asking for future problems!
