some LP burner tubes not lighting

I have a Weil-Mclain HE-4 series 3 boiler. Intermittently (!) only the first of 6 burner tubes lights. The flame sensor is on tube # 2, when there is no flame on tube 2, the sensor shuts gas off, (as it should.)
T-stat is working fine, hot surface igniter is working fine, (lights first burner), Flame sensor works fine, (shuts off gas if no flame). I pulled the 6 burner tubes, cleaned them, reinstalled, no joy. There is no crossfire tube or mechanism. The burner tubes have no 'wings' for lighting adjacent burners. What's next?

Did you clean the orifice? That would be next step. Then a check of gas pressure.
