Noble Combi 199 Boiler Primary loop

Buddy of mine had the Noble Combi 199 propane fired boiler installed last year. It seems to be using a ton of fuel to heat his 2,000 Sq ft home. I took a look at it and first thing that pops out is the ODR isn't connected, he's getting that taken care of. But as I skim through the manual looking at the configuration I notice the primary loop doesn't show a bypass valve on it where it connects to the secondary heating loop and his installation does and it's closed off a bit. The manual is here.

Page 37 is basically his set up and the manual shows no bypass valve there. He has one in the area where it says "May substitute low loss header".

Any reason why this is installed when the manual doesn't show one???

Edit: House is all baseboard emitters.

Bypass

It's possible that the installer put it in to aid in purging air from the piping configuration. It should be fully open. The valve would have nothing to do with excessive fuel usage.
