Water tank leak

Water tank leak

When I back home and find water heat bottom exhaust sink/pipe is full of water. Checked top cold water inlet and hot water outlet , there is no leak; side high pressure release valve and pipe looks ok no water come out. Lower water exhaust valve no water. Is there another location which may leak water? I doubt where water come from?
To stop leak water to room, I shut off gas inlet valve, turn thermostate to low, and turn off inlet water. Are These three step proper and safe?Before we can do something.
Questions 1. How can I find where does water come from.
2.how to stop water leak properly?

If you have eliminated all other potential sources of the leak, then the tank itself must be leaking. If so, the water heater needs to be replaced.
