Thermostat on, no electric baseboard heater

We put in a gas furnace and removed the baseboard heaters. The thermostats have not been removed. Sometime or another someone turned a thermostat all the way up. Did it consume electricity without the heater being there?

If noting ran then no power was consumed. It's sort of like turning on a lamp that's not plugged in. The lamp switch is in the "on" position but it's not lit and it's not consuming power.
