You need to get air to flow thru the baseboards.
They are set up to draw cool air in from the floor and up thru the emitter.
Typically there is an adjustable louver on the top that you can adjust the heat flow.
Open is maximum airflow.

Removing covers will reduce heat output. It is important to keep the area below the cover to floor op as much as Unfortunately, many home haves had carpet and padding installed and reduces that airspace and the heat output is reduced.possible.
