Welcome to the forums.

We'd at least need a make and model number to offer you any accurate help.

Does it actually take those 2-3 minutes for the boiler to fire up once the faucet is turned on or does it take a while for the water to get hot at the faucet?

If it does not initiate the boiler within seconds of turning on the hot water faucet it is not reacting to the flow switch. This would mean the flow is border line low or the switch is not reacting fact enough.
The other thing that would keep the boiler off when you get a demand from flow is if the boiler is hot enough to not fire the boiler, I doubt that is the case during this hot spell.
Have someone turn on the faucet and watch the display, it should show DHW almost immediately.
