Poured concrete foundation question

Unhappy Poured concrete foundation question

Good Afternoon,

We are out of the warranty period on our home and have noticed that there is a leak coming into our basement when the rain is driven at the west side of our house. Upon further inspection, I have found that the cement foundation has a small gap around the suppose beam that holds up the house. I have attached pictures. Instead of the foundation wall going straight across, where the beam is there is around a 1" gap from when the house was built. I am unsure what the thick black plastic material is as this is not visible from the exterior as it is a brick house. What would be the best way to stop the water from coming into the basement from this opening? I have a bunch of ideas however was referred to this board. Please help

Take a few pix of the exterior drainage features of the house, both wide angle and then a few close-ups if warranted. It's always better to work with water while it's still on the outside of the house instead of dealing with it once it's gotten inside.
