How do I paint concrete? Primer first, then latex paint?

How do I paint concrete? Primer first, then latex paint?

Hi.

I painted my front wooden porch (white rails and red porch) a month ago and it came out pretty good, but the bottom step has a concrete block under it that sticks out from the side view and has peeling white paint.

I've got Zinnser 123 primer. Scrap, slap primer on and paint with latex white?

You need to scrape and/or wire brush off any loose paint, then prime and paint it. The 123 would be fine.
