1970 ranch house crack in basement foundation

We've had this crack in the basement of our 1970 ranch since we bought it over a year ago. How serious is it? Is it a settlement crack?

I've never seen any water in the basement though near it.
The last pic posted sideways. That's from inside the basement.

I'd attempt to seal it on the outside, which looks like it would include some digging and then keep an eye on it to see if it grows and on the inside to make sure no water gets in.

I agree, clean out the crack and fill it on the outside then keep an eye on it to see if the crack opens up more. It is a settlement crack but if it doesn't continue to move there is no big worry. Repairing the inside is optional but the outside needs to be done first!

Never seen how it works but when I had foundation engineer he told me of a tape they put on crack. You mark where crack is and keep a watch on it to see if crack opens up more. It is a long time thing.
