Reparging block foundation

Hi all. The coating layers over my block foundation near the hose are in poor repair. I want to clean and reapply these and redo the hose bib here. There seems to be two layers of material that were applied to the block, but I don't know much about this stuff and need some help identifying them.

Basically I need to know what I'm going to be buying so I can start looking up how to do this.

That's called parging. I added it to your title.

It's the application of a cement like product over the block. It looks like the second item may be paint over the parge coating.

I know you'll need to wire brush that area thoroughly to remove all the loose coating. Then wash with water and a little bit of soap. Rinse well.

As far as the actual product.... I'll let the pros fill you in on that.

I'd remove and clean up the loose then use mortar for the repair. The big box stores carry premixed mortar [just add water] and some sell a stucco mix - either will work.
