Question How to install these bolts for a safe

I've got a home security safe but I don't know how to install the bolts that came with it, see pictures attached.

The metal sheath does not have a thread, it's loose around the bolt. The smaller end part does have a thread.

Can anyone help me find out:
  • what this type of bolt is called?
  • how to install it?
  • what size hole to drill - the bolt sheath is 10mm in diameter?
  • which part is meant to expand?

A picture of the wall where the bolts are to be inserted is also attached.

Bolt

The sleeve expands as the nut is drawn into the sleeve.

If you look at the part that goes into wall you will see a tapered head.. As you tighten the nut it will expand and lock in wall. Need a 10 mm drill. If going into concrete you will need a masonry bit. If that is a block wall those may not work. If you drill into a hollow of wall you will need a different anchor.Something like this
