How do I waterproof this wall?

The job site is located in San Diego. It doesn't rain a lot here, but we do have rain now and then. I recently bought a house that I'm remodeling. The sunroom was built on a slab that is below grade and when we opened up the walls to replace windows we found a fair amount of rot and needed to reframe the exterior walls. I'd like to find a solution for waterproofing the lower part of the wall and sealing the seam where the plates (treated 2x4) meet. What are your thoughts? Thanks in advance

In my mind, beyond keeping the water away with gutters, downspout extensions and grading, the use of materials which can rot (like OSB) should be eliminated at that level.
