Brick and concrete driveway

I just had the bricks replaced last year but around the cement center. The brick lies around the outside of the concrete square center. The mortar has all cracked were they put the brick next to the cement. It seems the space was to small to hold any mortar. I tried to clean out the little space between the cement and brick. I cut down (or cleaned out) about 1-2in about 1/16 in thick and filled with quick dry mortar mix. I wet (fine spray) it very little to let the water sink in and not washing out the dry mix. It has cracked after this summer. What would be best way of sealing up the little space. I really do not want water to get in over the winter and start pushing the bricks up.

If the space is to narrow like it sounds like it is your best option may be to grind out the mortar and replace it with a flexible concrete filler of some type. Can you post a picture of the area in question so we get a better feel for what you are up against.
