dish network dish removal from block wall.

i have an old dish network dish i need to remove? what are these fasteners and whats the best way (tool) to remove them? photo below.

It's called a drive pin anchor. The hole is drilled, the fastener is installed into the hole and then the center pin is hit in with a hammer. The easiest way to remove is to use a cold chisel and snap the head of the fastener off.

..... and the easiest way to fix the hole is to use a dab of caulking covered with paint to match the stucco color.
