Rock wall question ?

I have a dry stack rock wall 3' high X 50' long and was starting to fall apart in places, hired someone to repair but they left after a few hours. The person did remove the top pieces of slate dirt etc and pulled the top rocks forward to straighten the rock wall. This created a gap of about 3" or so between the ground & rocks and he said he was going to fill the gap with dirt.
Before I hire someone new or do it myself the idea of just putting dirt to fill the gap/space concerns me. Any input on how to proceed would be appreciated, Thanks !

My concern is if just dirt is placed between the rocks & ground wouldn't that eventually erode away ? What should be put there to fill the space ? Thanks !

Every bolder wall I have built had a drain pipe behind the lowest level which was then filled with gravel as the courses were installed to allow any water to drain away vs washing out the dirt!
