Water absorbment mats
Are there any type of thin layer sheeting or mats that could be placed under rubber floor tiles and over a concrete floor which might act as water/moisture absorbers?

any absorbent material will also have strong water - retention capacity - meaning that once it soaks up any moisture, it will hold it for a while.
Based on what you said - placing it under rubber tiles - which won't help with evaporation - you are asking for major mold issue.
Bad idea.

I get what you're both saying. I guess I was looking at it from the standpoint of if I get any water seepage it might be a way of absorbing the moisture but obviously where would it go once it absorbed it. The concrete floor is usually dry plus I covered it with a masonry waterproofer so hopefully it won't be an issue and I'll just leave things as is. Thanks

You need to keep the water away outside in the first place with gutters, downspout extensions and grading.

So for the record I think I found what I'm looking for. I spoke to the company that I purchased the rubber tiles from. They sell various underlayments. One specifically is water resistant, mold resistant and acts as a vapor barrier. If I do ever get some moisture or small amount of water in this sounds like it would work.
