Front entrance step gap

Front entrance step gap

My front entrance is masonry and has gap between the steps.
What is the best material to fill it?
Please see attached photos.

At this point I would just mix some cement and patch it.

It's one of those areas where you are going to have different degrees of settling between the steps and flat work, as well as frost heave depending on where you are, so not likely that anything is going to be permanent, but I might lean toward something more pliable, Sikaflex or whatever, just because I think it might expand and contract a bit and extend the time before you need to redo it.
