Mortar on top of asphalt emulsion sealer?

Question Mortar on top of asphalt emulsion sealer?

I'm planning on installing 8" glass block into an exterior concrete block wall. I'm sitting here reading the Florida Building Code on glass block and I see that section "R607.6 Sills." says:

Before bedding of glass units, the sill area shall be covered with a water base asphaltic emulsion coating. The coating shall be not less than 1/8 inch (3 mm) thick.
Are they really implying that I should lay my glass block mortar down on top of this sealer? Does that even work? Should I use an adhesion promoter of some sort?

I've installed glass block units in several homes where the single pane windows used to sit. They were all mortared directly to the cement!

I would also wonder about the joint with that material on top!

I'm thinking, perhaps, that they do not consider the area under the block to be "sill". I think I will stop the application of the sealer at the face of the glass block, or just slightly passed it. That way, a majority of the mortar will be in direct contact with the cement.
