How to fix bumps in house exterior paint

What do you mean by bumps?
Paint drips, paint bubbles, siding swelling etc.

Repair broken brick ?

We have a brick fireplace which has a heavy metal grating. The other day while removing the grating to put some wood on I knocked a brick and chipped off a good size chunk (I'll include two photos). Is there some sort of glue/clear cement I can use to repair this ? Thanks
