Cinder Block In Basement And Steps

Have some work to be done in the basement which involves cinder block.

About a 3" gap between cinder block and basement steps. Seems difficult to navigate nailing any wood into the gap to fill it. What can I fill gap with as well as the crumbling and missing pieces in photos below in rest of basement.

Just a mess. What can I use to fill? Foam?

For your steps I would run a pressure treated skirt board. Because of the width of the gap you might need to stack two boards. For the other repairs I'd use type N mortar and bricks or cement blocks pieces.
