How to repair this foundation corner?

My main question is: can I keep the block circled in green?

Option 1: remove the block circled in green and rebuild the corner, please tell me how, shall insert some iron bar inside, etc.

Option 2: remove all the lose concrete as I am doing now, and use concrete to bond the block in green back to the original. What type of concrete shall I use?

Thank you!

Those cracks suggest a structural problem like a bad footing or foundation. DIY repair not likely due to equipment and experience needed.

I wanted the pics for more info but I think Bob is likely correct.

Do you know why this is happening?

Did you recently, perhaps to show the area in question, remove the elbow from the downspout? That is some serious damage. I can imagine a couple ways to “fix” it but they are not structural and will only make it look better. There are people who know more than I do who can help.
