I'd remove the loose bricks, chisel out most of the mortar and relay them with fresh mortar. You can buy a bag of premixed mortar [just add water] at any home improvement store.

When you head off to the home improvement store, take a piece of the mortar with you. They should have a sample board of mortar colors to match it up with. You can also find a local brick supply house, They would be able to match up the mortar if you can't find it on the standard color board. You will have to clean the old mortar off the bricks or replace the bricks. Clean the area out, carefully chisel the old mortar off the bricks that are staying. It doesn't have to be perfect, but the cleaner the better. You can also use a wire brush to help with the cleaning. The mortar should be the consistency of peanut butter and mix in small batches since it dries up and gets stiff relatively quickly. Lay a new bed of mortar and then butter up a brick and lay it in place. Trick is to put enough mortar to match the existing joints. That will take a little trial and error. Keep folks off it for a week or so and keep the rain off it.
