Is it the track mechanism that is stuck in place or is something jammed and preventing the drawer from coming all the way out?

See above link, how to insert pictures. There are too many different types of slides.

Some you lift up the front and pull out, some have levers on top of the slides near the cabinet front.

The heavy duty ball bearing slides have black levers that must be pushed up and down. The levers are at the side of the drawer slide.

We can't tell you because there are several different kinds of drawer slides. Some are on the bottom of the drawer and you push 2 buttons on bottom to release it. Some are on the side and have a release button. Others are just a roller in back and you tip the drawer up and down once its fully open as you pull it out.

I have no clue and I thought I've seen them all.

Try posting a picture of the underside of the drawer with the drawer extended as far as you can get it.

Did you feel underneath the drawer or not?

You probably have something sticking up inside the drawer, so why don't you remove all the drawers that are above it and see what the problem is.
