#1, Where on the planet are you, there's no location in your profile.
#2, Tried doing a Key word search on Tikh and nothing came up.
#3, Not a common hardware store Item, I'd make one up using a lag bolt and a couple of flat washers.

Possibly a hanger bolt that has a lag like that on one end and machine threads on the other end.

Closest I can find is a euro style mounting screw...

They look very similar to the fasteners used in "put it together yourself" furniture.
I call them cam locking screws.
