hardwood floor scratches. oil based restorer?

hardwood floor scratches. oil based restorer?
I know this one has been beat to death on this and other forums. I have a bit of a different angle.
My dog put some moderate scratches in my oak flooring. Almost more indentations rather than just scratches.
It was refinished with satin poly about 4 years ago.
Ive tried my steamer to raise the grain a bit, with minimal success; probably because the poly is keeping out the moister.
I dont want to sand those areas as a first resort.
Ive been looking and looking for a product, but havnt settled on any yet.
I need something a step up from the cheaper shine restorers.
I have a product I use in woodworking , Howard Restore a Finish, than really worked well on a test area, Really well.
But it only comes in small cans, and isnt really specified for flooring.
Is there a similar product for floors? Its an oil based product.
worst case? Can I sand down and re-poly a part of the floor, then use a finish restorer to blend it?
Does a satin older/newer finish blend better than the gloss finishes? It seems like it would .

Dog's, especially big dogs and wood floors just dont mix.
We keep enough rugs down and the dogs naturally will walk that path since it's less slippery.
Have used Howard's on the original foyer floor which was a hand scraped oak that didn't have a top coat and it worked great at hiding the scratches but certainly did not remove.
