Special tool to adjust cabinet hinge screw?

A cabinet door needs to be rotated clockwise. But the adjustment screw is partially rounded. Upon close examination these screws seem to need a special tool with a step. What is it called?

In the worst case, I would like to replace the hinge but I don't see fasteners. Instead there is a hole in the hinge body. Thank you for your advice.

The sliver on left is a cap it will pop off. Door side I think the outer screw connects to the screw plate.

The door in the photo is already popped off the cabinet. Question is how to separate the hinge from the door.

To remove the 35mm cup from the cabinet door you put a thin putty knife under the right side of the rectangle shaped cap and lift up the wide side of the cap. It will flip open then you can pull the 35mm cup out.

As for the screw head you were asking about, someone stripped the Phillips head.
