Attach box step to beam?

Thanks in advance for any suggestions.
Building this deck. Thought I'd just box up a stair and throw it down, did not consider landing/ground contact/footing/etc. so question/s is/are:
*Stacked boxes or stringers?
*Am I gonna be pouring concrete either way? NoVA, code is 24" deep.
*Comments on cantilevering off the beam/joists?

Details
21' long front edge needs the steps
Joists run 18" past the dropped beam, no rim joist yet
Ipe & tiger for decking, PT frame

Build stringers, put sonotubes piers in the ground below frost for them to sit on. (Sonotubes should all be level and parallel to the rim.) Simpson ties in the concrete to hold the bottom of the stringer.
