Permit Needed for Lattice?
I know every jurisdiction is a little different, but I'm wondering if a permit is usually required for adding lattice under an existing deck to screen the underside. Deck is up five feet and I want to screen the view from the street. Permit in Loudoun County, VA is minimum $100. The lattice will cost me $30.

I would tend to agree. If it's not structural, it shouldn't need a permit. Though you could always call and ask.
I'd be more concerned about any HOA rules. In my experience, those can be far more fickle and restrictive than any code or permit requirement.

Or they could just hammer the OP with a ticket if he violates a law or regulation by putting up lattice, while he uses the excuse that "a couple anonymous people on the Internet said it was ok."
I stand by my previous statement. I wouldn't think lattice, being cosmetic, would require a permit, but the only sure way to know is to call and ask. If he's that concerned that "the man" will snoop on his deck, find a public phone to call from, don't give your name and address, get an answer and carry on.

I think you guys hit on my dilemma. I'm thinking it's not something requiring a permit, but do I just take the risk and do it? I agree, an anonymous call would answer the question. If they don't know who I am they can't come and inspect.

..... and if you were worried about caller ID you could call from work or wherever.
I wouldn't think a permit would be needed for lattice but I did work in a town years ago that required a permit for any paint job that was $1k or more

That's not what you said. You agreed with me the first time.
