How to seal end grain on porch post

Hi all! I have a question about a new cedar porch post I am installing. It will sit on a stainless steel post base.

Should I seal or not seal the end grain of the post? If yes, what kind of seal? It gets submerged in water 2-3x/year with heavy rain here in FL. I'm concerned about trapping water if I paint/seal the bottom. Fyi I plan to paint the rest of the post after installation.

Better to install a square concrete block or form up a pad/pillar so the bottom of the post will never be under water.
