Riser on Stairs
I was rereading the deck construction guide. I wasn't originally planning on using risers but with a normal step height of 7 3/16" risers must be manditory since without a riser, it would allow a 4in ball to pass? Am I reading this correctly? If so, are partial risers permissible? The deck stair designer app I was using doesn't seem to factor in the thickness of the riser?

It really depends on your local code. Many jurisdictions have the 4" sphere rule, some don't. At any rate, full risers make a much stronger and safer staircase.

It is hard to argue against the extra strength. So is the riser a 5/4 board and you position the treads to give you the minimum overhang?
