How to Insulate an Outdoor Extension Crawlspace.? ITS FREEZING!

Guys, please give me advice on the correct way to insulate this.

I bought a house with an extension. Its built with concrete calls. The crawlspace height is only about 2 feet? In this extension is my kitchen and the floors are freezing with a lot of heat escaping since its like 20 degrees outside. I

They put some batt insulation in my crawl space and covered it with ply wood . This insulation is obviously useless.

Will i have to pull off all those old plywood and batt insulation or is that a better way to just go over it? Should i go around the whole thing with chaulk to seal all the corners and edges? What should i cover the cement with? Foamboard?

Please advisse

Are you saying you put the batts between the joists and then screwed plywood on the underside of the joists?
How much of the foundation is exposed on the outside?
Yes, foamboard on the inside works well if the crawlspace is encapsulated.
