Any way to fix these stairs

Doing some improvements on out 2004 double wide we bought not long ago. I originally thought the front steps were solid concrete but it doesn't seem so, looks like slabs on top of dirt? The steps are stable and don't move when walked on but they've seen better days. What would be the best way and material to fix the loose chunk and the top portions? Unfortunately complete replacement isn't an option right now.

Yikes. Well if you just want to patch the holes and smooth the roughness, you could look into using a vinyl patch. If the holes are very deep you would need 2 coats. Just read the instructions on how to prep, mix, and the maximum thickness you can apply.

Hmmm, a vinyl patch might work, I image the remaining paint will come off with a pressure washer without much effort by the looks of it, will look into that.

It almost looks like they were already repaired once using vinyl repair. Have you already repaired them? Here is a link regarding just that.
