2 colors on wall

I want to pain my front walls in white and burgundy. I have a chair rail and I'm not sure if the burgundy should be painted above or below the chair rail. Any Suggestions

Hello and welcome to the forum!
Well, while I think it could either way, I think the darker color should go on the bottom wall. If the bottom were wainscotting or wood trim, then the burgundy should go on top.

Then again, it could go on the bottom!

Truth is, its your choice so do what you want.

Usually the darker color goes on the bottom unless it's wainscotting painted with the trim color BUT as mentioned above there are no rules and you can go whichever way pleases you and yours.
