Question How to Eliminate 2nd tier countertop

First of all, thank you in advance for your help/comments.

I have a 2 tier countertop where each tier is 10' by 3 1/2' with a 3 inch lip/rise [between the first and second tier].
There is no water/sink in the countertop- only 2 electrical outlets and a light switch which I feel comfortable relocating.

I want to change the countertops and at the same time get rid of this second tier for a single tier look.

The cabinets are good so I don't want to replace them at this point.

Any advice on how to do this?

Does your counter look like this drawing? If there are cabinets under the second tier the cabinets would need to be shortened.
Lowering the cabinets usually causes problems with the door or drawer height on the back side. If you just have a panel at the back or a pony wall it will be easier.
I have to say I've seen a lot of counters and if I'm right about the size, this thing is huge!
We can give advice on how to cut down a pony wall or even the cabinets if needed.
If you eliminate the receptacles, you are violating the 2' rule so others might advise on that part.
