Leaking Windows

We have windows in your walkout basement that leak from the inside top of the window when the rain fall hits that side of the house. We thought it was a siding problem as the contractor said whoever built the house did not wrap it or flash the windows. $4,500 later after wrapping and flashing (almost over kill) they are still leaking!!! Could this be a bad window issue? The patio door also leaks from the top (not on the glass but very top inside window.

When windows leak, it's because they were not installed and flashed properly. They can also leak when water gets behind the WRB. (Housewrap)

If you could post some pictures of the house and siding we might be able to offer a suggestion.
