Storm window suggestions..want top and bottom sash to operate.

I'm restoring our old double hung windows. The upper sash was painted shut long before we bought it, and the storms on the outside now are the type with the non-movable upper sash. What type of storm windows would work with a movable upper and lower sash?

Almost any DH storm window nowadays will be self storing, where both sashes operate. But you need to look for "triple track". With dual track storms, the screen is usually under the top sash, preventing it from being lowered.

"Home Depot", not so fast! You may need custom size storm windows which you will get at an independent window store.
