What are the energy requirements in California for new windows?
Things like u-factor, solar gain, etc. In other words, the specs that you see on the label of a new window. If more location info is needed, my location is in Los Angeles County.

This can get very complicated. It's better if you go to the building department and ask for flyers/specific instructions.
If you want to get an idea, here's a link to CA Title 24, Part 6:
http://www.energy.ca.gov/2015publica...15-037-CMF.pdf
Once you open the document look at 150.1(c) and Table 150.1-A
It's easier if you just go to a window supplier and they will sell you windows that are title 24 compliant. However if you are adding on to your home there are restrictions on the total fenestration allowed.

It's a pain but you can get help from the city and the energy provider PG+E.
