Hi All
I'm a master carpenter

We are up north and get -40 in winter
I said it cant be done to take 2 insert window fasten them together to make one window
1
how to clean the window
2
they will frost up and condention between them
what he should get is a window with 2 diffrent glass size thats the only way to cut noise

He is right up to point. Multiple panes of glass will reduce noise, but how much vs cost is questionable.
Thermo pane windows with double or even triple glass and inert gas between the glass can in fact reduce outside noise (not eliminate). But they must be factory made. They will not frost up or have condensate if properly made.
There are many ways to reduce outside noise from filtering through windows. But they all have varying degrees of success. Do a GOOGLE search on "sound proofing windows".
There are kist available that can be fitted to existing window frames that are removable for cleaning. However desired effectiveness is a crap shoot at best.

I think the cost will be equal to or greater than buying new windows with inert gas between the glass. He's nuts!
Maybe he can sell the windows and recoup some of his monies. Or would you be willing to take them in trade as partial payment?

I've seen windows done sorta like that in the far north. They did it for extra insulation against the cold but it should work for noise. In many cases the interior windows were casement style so they could swing open and mostly out of the way providing access to the outer window.
