Rubber window seal sticking to window pane

I have a couple of Pella windows with crank-out windows. In one room the frames of the windows got painted with a white Latex paint. The window panes are hard to open as they stick to the rubber seal.
Is there an easy way to fix without repainting the frames?

So you are saying that the painted part of the window frame is sticking to the seal gasket.
That would indicate that the paint is not dry.

I had a similar problem and I used a light silicone spray on the gasket.

thanks. The window got painted a long time ago. The window frame and the rubber itself is not sticky.
I will try the silicone
