Cleaning Black "Non-Coil" Electric Burners

I need some advice. I need to know how to clean a scuffed
black stove eye. I am including a photo, so you can see
what I'm talking about. Thanks, Again. Tony

That looks like it may be beyond cleaning. It may be time for replacement.
Post a make and model for the appliance and we'll look it up.
